Turbine servlet error with 2.2b1

I built 2.2b1 from the CVS head about 3 days and now when I try to invoke
the Turbine servlet, I get this error.

javax.servlet.ServletException: Class org.apache.turbine.Turbine is not a
Servlet

I checked the source, and org.apache.turbine.Turbine extends HttpServlet as
it should.  Does anybody know why this would happen.
