Tomcat 4.0

I feel that the CVS situation is rather ambiguous on the Tomcat 4 front
right now.  Is the 4.1 branch going to continue to exist in CVS?  I
thought it was going away after recent discussion.

It is -- but we wanted to make sure we've back-ported all of the appropriate
changes first.  The "jakarta-tomcat-4.0" repository is the place where active
stuff is happening right now.
