[I] [Bug] HTTP GET parameter composition corrupts existing queries and fragments [rocketmq]

Loyal-Young opened a new issue, #11262:
URL: https://github.com/apache/rocketmq/issues/11262

   ### Before Creating the Bug Report

   - [x] I inspected the current develop code and searched related issues/open pull requests.

   ### Summary

HttpTinyClient.httpGet always appends a '?' when parameters are provided, even if the URL already has a query or a fragment. Empty parameter lists can corrupt an existing query, and parameter names are not form-encoded.

   ### Steps to Reproduce

Request a local HTTP server with '?fixed=1#fragment' and an additional key/value pair; the server should receive 'fixed=1&key=value'.

   ### Expected Behavior

Append nonempty parameters with the appropriate separator before the fragment and encode both names and values.

   ### Environment / Additional Context

   - Reproduced against develop commit `78b96bc5e21216cd7896efae08f90c5cde4cae53`.
   - Regression test: `HttpTinyClientQueryTest`.
   - The regression fails before the fix and passes afterward on JDK 8.
   - Proposed change is limited to the existing implementation; no protocol or new API is introduced.
