Editing admin properties

When logged in as the admin user, I change user properties via the Security
pane -> User Browser.  The changes (password, last name, etc.) don't persist
after logging out.  Changes to other users do persist.

Logged in as the admin user, I make changes via the EditAccount portlet
(clicking on the "Edit Account: admin" link in the top right).  The changes
do persist after logging out.

Is this known behavior?
Is it by design?

I'm using HSQL, no changes other than moving the DB to a folder that is not
under the web app.

Yup, I know about that one. Im looking into it.
Another variation of this problem is:

1. Logon as any user.
2. Change the user's password with another program (my test case with
under Oracle SQL*Plus)
3. Logoff of Jetspeed

The password is *always* rewritten at logoff time to the password used
at logon time.
My suspicion is that its in Turbine. Hope to resolve this soon
