[RESULT][VOTE] Approve release CXF 2.0.2-incubator (take 2)

This vote has now passed.

In addition to the votes from the original cxf-dev vote, we have added:

+1 non-binding - Kevan Miller
+1 binding - mriou, rdonkin, antelder, jjagielski*

* Jim voted +1 on cxf-dev, not here.

Thus, we have 6 binding +1 votes, 16 non-binding +1 votes, no other 
votes.     This vote passes.   I'll proceed with releasing the artifacts 
now.
