Check githubBranch on every maintenance branch build

The release now fails when gradle.properties does not set githubBranch
to the branch it targets, which is late to find out that a branch was
cut without updating it. CI now checks it on every push to an X.Y.x
branch, and on every pull request into one, so a new maintenance
branch, or a merge-up that resolves gradle.properties the wrong way,
fails immediately. Other branches skip the check.
