bug scrub

Jeremy and I spent an hour on Friday categorizing JIRA issues, including
closing out old issues and categorizing still-relevant ones.  Please
ensure that compute issues target the jclouds-compute component, add
tags for the correct provider, and only assign issues if the assignee
plans to work on that issue in the near future, e.g., one month.
