[ANNOUNCE] Apache bRPC 1.16.0 released

Hi all,

The Apache bRPC community is glad to announce the new release
of Apache bRPC 1.16.0.

Apache bRPC is an Industrial-grade RPC framework using C++ Language,
which is often used in high performance systems such as Search, Storage,
Machine learning, Advertisement, Recommendation etc.

Brief notes of this release:
- Add RISC-V architecture support
- Add Couchbase support for CRUD operations
- Add support for checking all living bthreads
- Support higher performance bvar with babylon counter
