   ## Overview
   
   Clouseau can become deadlocked, ignore SIGTERM which leaves it holding its epmd name the next retry will hit this zombie process and timeout.  We will wait a bit of time for each process to exit and then SIGKILL any that are still there. 
   
   ## Testing recommendations
   
   Run CI a few times and you'll most likely hit it.  You will get error code 124 in mango text tests.
   
   ## Checklist
