generating server-config.wsdd in a build script

Is there a way to generate a server-config.wsdd, possibly from a
template, that includes multiple webservices from within a build
script? The only solution I see so far is to start a
SimpleAxisServer, then run the AdminClient against that server, and
save the server-config.wsdd that is generated. Has anyone done
something similar to this?

Thanks,
Anthony

"java org.apache.axis.utils.Admin -server deploy.wdd" (no need to start server)
