Description:
We need to create a method HeaderBlock::setPrefix.

This function was in but got removed.

There has been some discussion around this issue and although we agree that nobody should be using setPrefix under strict XMl guidelines unfortunately there are a number of servers and apps that apparently do. Therefore we are going to put this in for release 1.3.
On the mailing list it was discussed that the removal had been done too quickly so at least for 1.3 we would like to put this in and mark it as deprecated and have another conversation about whether we should continnue to keep it in for 2.0.
I personally would suggest that we did not remove function in dot releases (e.g. 1.x) and added API function in major releases e.g. 2.0.
