How to link ROOT in $TOMCAT/webapps on Windows2000?

hello.  I have a question on Windows 2000.

I don't know how to make a symbolick link on webapps on Windows2000?
On UNIX, it's easy to do "ln -s" using ln.
Is there a same way? Or another way to link?

Nevertheless, ROOT.lnk, Windows short link isn't effective!
Who knows?  Please let me know.  Thank you in advance!
