There is an extra web.config at the solution level. the correct web.config is under the Trade directory.
This confuse out already confusing configuration.
I will remove the extra one.at: http://svn.apache.org/repos/asf/incubator/stonehenge/trunk/stocktrader/dotnet/trader_client/Web.config
