    Description: Get flattens working with portability in the Dataflow Runner. Currently flattens are removed from execution and the PCollections received by the flatten are instead sent to the DoFns that consume the flatten. This behavior should be removed; Flattens should remain in the graph so that DoFns always have one input.  (was: Get flattens working with portability in the Dataflow Runner.)
