[VOTE] Release Apache FreeMarker 2.3.24 (incubating)

Hi all,

The Apache FreeMarker community has voted on and approved a proposal
to release Apache FreeMarker 2.3.24-incubating.

PPMC Vote Call:
http://mail-archives.apache.org/mod_mbox/incubator-freemarker-dev/201603.mbox/%3C425840806.20160321000209%40freemail.hu%3E

PPMC Vote Result:
http://mail-archives.apache.org/mod_mbox/incubator-freemarker-dev/201603.mbox/%3C741952438.20160324230601%40freemail.hu%3E

PPMC Vote Summary:
4 binding +1 votes
2 non-binding +1 votes

Release Notes:
http://freemarker.org/builds/2.3.24-unvoted/_html/versions_2_3_24.html

Before proceed, you should know that FreeMarker 2.3.x, for a long
time, always releases a normal and a "gae" variant on the same time,
which are technically two independent source trees (Git branches). The
"gae" variant contains a few small modification in the Java source
code to be Google App Engine compliant, and has freemarker-gae as the
Maven artifact name. Otherwise the normal and the "gae" branches are
identical. Hence, they are voted on together.

The commits to be voted upon are:
- Normal (non-gae) variant:
  https://git-wip-us.apache.org/repos/asf?p=incubator-freemarker.git;a=commit;h=4a723fc1e89c3f258b00e6ee40ba3c60d076aa89
  Commit hash: 4a723fc1e89c3f258b00e6ee40ba3c60d076aa89
- "gae" variant:
  https://git-wip-us.apache.org/repos/asf?p=incubator-freemarker.git;a=commit;h=4b8df1fd03c21495e646ac1721734811564317f5
  Commit hash: 4b8df1fd03c21495e646ac1721734811564317f5

The artifacts to be voted upon are located here:
https://dist.apache.org/repos/dist/dev/incubator/freemarker/engine/2.3.24-incubating/source/
where the source release artifacts are:
- Normal (non-gae) variant:
  apache-freemarker-2.3.24-incubating-src.tar.gz
- "gae" variant:
  apache-freemarker-gae-2.3.24-incubating-src.tar.gz

See the README inside them for build instructions!

Release artifacts are signed with the following key:
https://people.apache.org/keys/committer/ddekany.asc

Note that for convenience, we also provide binaries:
https://dist.apache.org/repos/dist/dev/incubator/freemarker/engine/2.3.24-incubating/binaries/
and Maven artifacts in the ASF staging repository:
https://repository.apache.org/content/repositories/staging/org/freemarker/

We request the permission of IPMC to publish the above release as
Apache FreeMarker 2.3.24-incubating. Please try out the package and
vote.

The vote is open for a minimum of 72 hours or until the necessary number of
votes (3 binding +1s) is reached.

[ ] +1 Release this package as Apache FreeMarker 2.3.24-incubating
[ ] 0 I don't feel strongly about it, but I'm okay with the release
[ ] -1 Do not release this package because...

Please add "(binding)" if your vote is binding.

The LICENSE file would be a better place for this.

I did a bit of hunting and found a few conversations on legal and this [1].

I believe they are under the Apache License, Version 2.0, and so
aren't category B, but see later.

(Yes, I will create another signature sooner or later. The current
signature is used for releases for several years now.)

You mean src/main/misc/overloadedNumberRules/prices.ods and
src/manual/en_US/docgen-originals/figures/overview.odg? As they don't
have copyright headers (because they are binaries), I thought I have
to indicate their license somewhere.

Many years ago these originally Sun Microsystems licensed files
started to appear in Apache Tomcat with Apache license. That's where
they came from. You can find them in Apache Tomcat 7 binary
distribution (among others), inside lib/servlet-api.jar and
lib/jsp-api.jar. They are exactly the same as those included in
FreeMarker (ignoring possible line ending CRLF versus LF differences).

Hi,

The binary files are OKish. It's more the license I’m concerned about - do we know the history / what’s going on there?

Re: [VOTE] Release Apache FreeMarker 2.3.24 (incubating)

Posted by Justin Mclean <ju...@classsoftware.com>.
Hi,

-1 (binding) due to category B license in source. As these file are mention in NOTICE there’s probably a reason for this but it’s unclear to me.

I checked:
- incubating in name
- signatures good but form a non apache email
- LICENSE is good
- NOTICE has unneeded information in it
- DISCLAIMER exists
- No unexpected binary files, but no sure why 2 files are mentioned in NOTICE. IF these field are covered by an Apache license there should be no need to put them in NOTICE.
- Can compile from source

Can you provide some details on these files. This files have Apache headers on them but as far as I can tell the originals are CDDL/GPU which is category B and not allowed to be included in a source release.
    src/main/resources/freemarker/ext/jsp/web-app_2_2.dtd
    src/main/resources/freemarker/ext/jsp/web-app_2_3.dtd
    src/main/resources/freemarker/ext/jsp/web-jsptaglibrary_1_1.dtd
    src/main/resources/freemarker/ext/jsp/web-jsptaglibrary_1_2.dtd

For original license see [1][2][3]. I’m not sure how the first file is licensed.

Thanks,
Justin

Yes, and most recently we have had issues with two podlings attempting to
use this as a way to not even hold a vote on the incubator list. Those
were corrected.

Ah, now I understand where you're coming from.

Other IPMC members must be given the opportunity to inspect a release, so the
vote on general@incubator cannot be skipped. However, IPMC votes can be
"carried over", by tradition, from the podling dev list.

From memory it was that they are not automatically transferred (but I could be wrong). Otherwise podlings could skip voting on the incubator list altogether if they had 3 +1 votes on the dev list. IMO It’s not exactly hard for IPMC member to vote in both places to make things clearer.

This has come up before, and I believe the last consensus was that votes on
the dev lists automatically transferred.

Hi,

Yes it’s then clear on the this list how many +1 votes there currently is before the results are announced. I for instance may not look at a vote until someone more familiar with the project has voted on it. If 3 or more +1 are “hidden" on the dev list then a vote may pass without any IPMC member outside ether project giving it the once over.As have been shown many times there’s sometime things that IPMC people outside the project may pick up that the project has missed. And what about non +1 other votes, for instance do -1 or +0 carry over as well?

Has this happened? It could be easily solved if it did come up i.e. by voting on the IPMC list.

Perhaps in the initial IPMC vote and not just only in the results would be better?

Justin

Hi Justin,

There's been a long tradition in the Incubator of "carrying over" IPMC
votes from the podling dev list. And let's consider why -- is there
really a benefit to having IPMC members cast votes twice, or a
drawback to having them not cast a vote which obviously has the same
value? Would we ever want to block a release that had 2 IPMC votes on
general@incubator and 1 cast only on the podling dev list?

I think it makes sense for the Release Manager list the IPMC votes
being carried over, because then it is more apparent when a release is
lacking IPMC votes. However, that's just a recommendation -- even if
they don't do that, the IPMC votes can be counted.

Hi,

No a big deal (as it passed), but only votes on the incubator list by the incubator PMC are binding.
