[users@httpd] Limit number of connections per IP from Apache 2

I'm running Apache 2.0.40 and I'm hosting a lot of video files. I want to
limit the number of simultaneous connections from a computer. I'm trying to
block the people with download accelerators that make 10 or more connections
to my server and slow down my connection.
Everything I've seen is for Apache 1.3. Is there anything for 2.0?
