Attached a patch that fixes this issue by www-url-encoding the control parameter String in org.apache.pluto.portalImpl.core.PortalURL#toString().
However, this patch does not take care of all problems related to parameter encoding, see http://issues.apache.org/jira/browse/PLUTO-137
