Successfully was able to replicate the bug using windows 7 and version 4.1.1 of
writer using the document submitted by the original bug reporter. The table
should appear on page 23 (as it does in word) but when imported to writer the
table appears on page 24. I have tried to replicate this error using other
documents but I do not seem to be able to create a similar result. All tables I
create split properly when importing as a .doc.
An interesting detail in the original document: when looking at the table
format, “Allow table to split across pages and columns” is checked, yet the
table still does not split properly.
The documents were specifically imported into writer by:
1.    Opening writer
2.    Clicking File -> Open
3.    Clicking on TBC.doc
4.    Clicking open
The documents were also specifically imported into writer by:
1.    Right clicking on TBC.Doc in file explorer
2.    Clicking Open With -> OpenOffice Writer
These two methods provided the same results.
