   cordova-android@12 kotlin version defaults to [1.7.21](https://github.com/apache/cordova-android/blob/b104554877b3535f1c2e7a4d9c2d4dd6b00677c4/framework/cdv-gradle-config-defaults.json#L8)
   
   Is your app or any of your installed plugins overriding the `GradlePluginKotlinVersion` preference?
