setup for .NET and IIS

Right,
  I have been reading through the lists and have read several websites for setting up .NET and Windows etc.  I'm kind of confused on some things but I think I'm getting a handle on the setup.  My question regards the checkout/work process with dealing with code running remotley:


[VB.NET client]->develops web project on IIS server.
[IIS server]->runs web project

The code, for but execution and debugging, is running on the web server while the client saves changes to the server copies.  So, if the VB.NET client saves to a remote location, do I need to do a commit to debug since the code is not local?  How have others setup their repository for remote code?
