[REEF-1781] Build REEF.NET in VS 2017

Hi,

did any of you have success with building REEF.NET on a machine with
only VS 2017 installed? This is getting more urgency, as the download
of VS 2015 Community edition seems to have disappeared from the Visual
Studio website. I filled REEF-1781 to share notes :)

I will open a JIRA on this and investigate. It can possibly be done with a
When Condition in the project file. I recently did something similar on
another code base to look for the VC15 .CRT in different locations
depending on whether or not VS 2017 is installed.

This sounds great! Is there a way to make that conditional in our
builds, such that we default to the version of the Windows SDK
available on the machine?

I am working on a machine with only VS 2017 installed and I have to set the
bridge Windows SDK Version to 10.0.14393.0. Note that there have been a
number of updates to VS 2017 since the release with one yesterday or the
day before. You can get to them by running the VS Setup app or going to
Tools -> Extensions and Updates. I am on the latest.
