There are two related UTF-7 encodings which might be worth implementing:

[1] RFC 2152 - UTF-7 A Mail-Safe Transformation Format of Unicode
[2] RFC 3501 - INTERNET MESSAGE ACCESS PROTOCOL - VERSION 4rev1 (5.1.3)
