Last chance to test 3.1.0 RC1

Hi,

I have started the vote[1] for the final 3.1.0 release. This means
that if you haven't tested 3.1.0 RC1 with your application(s), the 
next couple of days will be your last chance to do so. You can 
download the release candidate from this location:

http://people.apache.org/builds/xerces/c/
