i18n

Hi, All

I have starting to translate tomcat into spanish, i have a index.html.es
, but when i try http://localhost:8080/   it not get served by tomcat
internal web server the only one i get is index.html, 

¿ must file a bug about that ? 
¿ are there any plans to make tomcat own web server locale aware for
static files ?
