In __transaction_state topic, in addition to `num.partitions` and `replication.factor`, we also have some more configs to control it:

 - transaction.state.log.min.isr

 - transaction.state.log.segment.bytes

 - transaction.state.log.load.buffer.size

 

We should add them to __mirror_state topic.
