A very draft charter for the Incubator
Peoples,
Given all the discussion, I figured it might be worth taking a stab at a
charter for the incubator.
Have taken the xml charter and hacked around a bit. There is a lot more
required, but I reckon it's a fair starting point.

Feel free to edit/change/suggest changes (I will update)/ignore/use as
the majority feels appropriate.
