What's the correct place to post bugs?

I posted some bugs to
https://sourceforge.net/tracker/?func=browse&group_id=40417&atid=537167
and then I realized that it's a ghost town at Sourceforge with no new
bugs since 2006. What's the correct place to post bugs?

The best place is to use the apache Jira track:
https://issues.apache.org/jira/browse/JENA

(You need to log in to see the controls for adding reports.)

This is mentioned on:

However, while we are transitioning to Apache the sourceforge site is
still active and bugs reported there should hopefully not get lost.
The reason there weren't many on the tracker you used was because that
was the "IssueList" tracker which we don't tend to use. The "Bugs"
tracker at sourceforge is sadly not quite so empty :)
