[I] Validate template variables on entry instead of on usage (tooling-trusted-releases)

When saving email content containing template variables - either through API (the .asf.yaml path) or through a form, we should validate anything the user enters within {{ }} in order that invalid variables aren't saved.

Oh, I included this in #1446. I solved the form part, but not the `.asf.yaml` path. Therefore, this is already partly done.
