   ### Motivation
   
   cpp tests are flaky and failing  because tenants are not created. Tenants are not created because standalone is not up.
   
   ### Modifications
   
   modify `run-unit-tests.sh` to make sure standalone are up running before creating tenants.
   
   ### Result
   
   cpp tests passed.
