This is a regression from 4.13.  If a BusyIndicator's container (Ex. View) is hidden initially and then becomes visible, the BusyIndicator is supposed to start spinning.  

Steps to reproduce:
Add two views
In second view, add a BusyIndicator
Switch from first view to second view

Expected:
BusyIndicator in View2 should start spinning

Actual
BusyIndicator in View2 does not spin
