test(alert): pin the rule feed filter shape

AlertRuleQuery is the server-side filter set for the paged rule feed. It had no test. This pins: every filter round-trips, and the enabled flag is a three-state Boolean - null means both enabled and disabled, which is a different query from either explicit state.

- New tests on unmodified code: **2/2 green**, checkstyle clean.
- Regression only (record filter).
Restored: green.
