mod_include.c suggestion

I have a suggestion for the mod_include.c module.   My suggestion is to
make the directory configuration a structure instead of a simple enum;
in this way it will be easier to allow people to hack their own code
into the web server if they wanted to add a configurable option to the
code.

If anyone thinks this is a good idea, I'll work it out and supply a patch
for it (for 1.2.x ??).
