Similar to what we did for `trigger_dag` in #19931, the `mark_tasks` module is used for much more than just the experiemental API, so it’s moved out of it into `common` (alongside `trigger_dag`). The original module is marked as deprecated.
The rest of changes deal with various fixes to avoid deprecation warnings. Most significantly, `mark_tasks` is modified to not use bare execution dates, but AIP-39 data intervals.

The PR generally looks fine to me, but contains much more things that need more careful review, but less relevant to the module move. Maybe it’d be best if we could split the module move into a separate PR that can be merged quickly, and base both works on that PR instead?
