   ### Motivation
   
   There are a few things in the recently released website that are broken:
   
   * The C++ and Java API docs aren't showing up
   * There's a UTF-8 issue that's rendering apostrophes incorrectly
   
   ### Modifications
   
   Nothing major, just:
   
   * A `meta` tag in the HTML `head` that specify UTF-8 encoding
   * A change in the build setup to ensure that API docs are generated
   
   ### Result
   
   The first-day foibles for the website should be taken care of.
