so many folks seem to hit flow control and the broker locking up. should we make the out of the box the most likely to work for folks (using disk space rather than locking up)?

I argued for this some time back because so many folks run into this and immediately think it's a bug. If we leave flow control enabled we should improve logging at the info level when flow control kicks in so that it's very apparent. If we disable flow control in favor of using disk space then we need to make sure that storeUsage and tempUsage work properly (currently they don't).
