Currently the DB sync button gets disabled when there is a sync which is happening.

The current behaviour is at https://github.com/apache/ozone/blob/ebdf76736cd52ad16d602a04232d38506d3fbbbe/hadoop-ozone/recon/src/main/resources/webapps/recon/ozone-recon-web/src/components/autoReloadPanel/autoReloadPanel.tsx#L82

This behaviour should be changed and the button should be clickable even if there is a sync going on.
In case of an ongoing sync we should ignore further clicks
