New PDFBox Committer

Hi,

I'm happy to announce that the PDFBox PMC has decided to offer committership
in Apache PDFBox to Tim Allison. He has accepted the offer and should
have his committer-bits ready by now.

As all other committers Tim has joined the PMC as well.
