March 2013 Lucene report to the Board

I checked in a draft board report for March:

I've got a placeholder for the 4.2 release date - I'm assuming that the announcement will happen in the next couple of days.

Please edit if you notice anything missing/wrong.

If there are no objections, I'll submit this on its due date: Wednesday March 13.
