Base64 in Baclava code

Hello everybody,

Unless anyone objects, I will remove the Base64 class in 
org.apache.taverna.baclava and use 
org.apache.commons.codec.binary.Base64 instead.

Also, I am not convinced that Baclava support should be included in an 
org.apache.taverna releases. It is very much a legacy that we want to 
get rid of. Of course, the same argument can be made about t2flow :)
