How to set EMBPERL_whatever in CGI environment?

I am using the old Apache 1.2.6 and it apparently doesn't recognize 
SetEnv so I don't know how to change the environment variables in 
my scripts (which are running as CGI, not EmbPerl).  Is there a way 
to do this?
