Tomcat3.2 cannot load ActionServlet on startup????

2001-03-08 12:57:41 - Ctx( /dvbs ): JasperException: R( /dvbs + /index.jsp + null) E:\DVBS\Apps\tomcat_3.2\webapps\dvbs\index.jsp(1,0) Unable to open taglibrary /WEB-INF/struts-bean.tld : Could not locate TLD META-INF/taglib.tld

The above line I got from tomcat.log

Any ideas would be appreciated??
