[FLINK-40249][jdbc] Bump PostgreSQL JDBC driver and other dependency versions

Update postgres.version to 42.7.13 to pick up upstream bug fixes and
hardening in the latest available release. Also bump jackson-bom,
assertj-core, log4j, and commons-lang3 to their latest available
releases, and migrate the MySQL test driver from the deprecated
mysql:mysql-connector-java coordinates to the maintained
com.mysql:mysql-connector-j artifact.

The SQL Server JDBC driver version is intentionally left unchanged:
the only available fix requires a large major-version jump that
could not be validated against real integration tests in this
environment.
