Committed revision 482512.
I added a new unassignable base role for the repository managers to inherit that has just the permission for managing configuration...which in essence just lets you get into the manage repo configuration section...the actual permissions for editing and deleting the repositories are governed by the dynamic roles that are generated per repository.
