Why does the remote-resources-plugin throw MavenReportException?

I assume this is a mistake which no one noticed because maven- 
reporting-api is bundled with the core as there is no direct  
dependency on maven-reporting-api.

I'll clean up the exception and stage a release as this is hosing my  
3.x refactoring.
