ok, so I have another version of this which I'll be committing unless my
currently running tests blow up.

basically, the 3.1 code is significantly different than whatever the attached
patch was against, so ignore that one.  the new patch is much simpler too.

the rule is still horrid, however:

  1.315   1.3945   0.7425    0.653   0.00    0.01  T_HTML_EMPTY_URI

that's on ~50k mails.  FPs for things like:

<a href="#1"></a>

WTF?  Stupid ham...  <grumble>
