I only see the behavior of the browser showing source when I click on the link on http://db.apache.org/derby/dev/derby_source.html, not when I do a file open to my local README.htm.

There is this FAQ: http://httpd.apache.org/docs/1.3/misc/FAQ-E.html#redhat-htm

So, assuming the web server runs on a Red-Hat OS, that could be the cause.
If so, should we maybe ask infrastructure to add the mime-type? Could it do any harm to ask this?
I think maybe it would be less impacting than renaming the file & updating all references...related question: if we rename, should we do this on all branches?

The problem also shows on the svn browser, e.g.:
