We should limit the WIP and therefor try to cleanup open PRs on github if they are open for too long.

We should use the [Github stale action|https://github.com/actions/stale] to tag PRs which are open for more than 2 years with the flag "stale" and close them if this flag is attached to it for more than 60 days.
