Create a branch of the LZ4 upstream package so that it could be used
in libsvn_subr.

* subversion/libsvn_subr/lz4: Branch of ^/subversion/upstream/lz4 ...

* subversion/libsvn_subr/lz4/LICENSE,
  subversion/libsvn_subr/lz4/lz4.h,
  subversion/libsvn_subr/lz4/lz4.с: ... with these added files.

Added:
    subversion/trunk/subversion/libsvn_subr/lz4/
      - copied from r1801937, subversion/upstream/lz4/
