[Issue 127000] Changing of Measurement units sometimes updates units, but not recalculate amount of Spacing in the field

The original bug was replicated using:

Hardware/Software:
Windows 8 / Apache Open Office 4.1.4 - Windows snapshot build 
Windows 10 /  Apache Open Office 4.1.4 - Windows snapshot build
OS X El Capitan version 10.11.6 / Apache Open Office 4.1.3

The follow-up tests were done using
Windows 10 /  Apache Open Office 4.1.4 - Windows snapshot build

Summary:
- I was able replicate this bug with the Spacing amount - 10 cm
- I was able replicate this bug with different spacing amounts e.g 5 cm, 8.75
cm
- I was able replicate this bug for the Indent too
- I was able replicate this bug for the different units combination - mm/inch
- I was able replicate this bug in case I fill in the Spacing manually and also
I use the arrow button
- I wasn't able to replicate this bug in Format > Paragraph > Spacing & Indents
- I wasn't able to replicate this bug for the Spacing/Indent amounts 

Please see the detailed test scenarios below:

Scenario 1 - replicate the original bug with the 10 cm spacing amount

1. Open a new document in the Open Office Writer
2. Write the text
3. See the Properties slider – the default setting of the measurement units:
inch
4. Go to Tools > Options > Open Office Writer > General > Settings and change
the measurement units to the cm
5. Go to the first Paragraph
6. Set (fill in manually) the ‘Above paragraph spacing’ to 10 cm in the
Properties slider (the spacing was applied correctly)
7. Change the measurement unit setting to: inch (the spacing was recalculated
to inch – 3.94'')
8. Change the measurement unit setting to: cm
9. Verify if the spacing was recalculated to cm – the measurement unit was
changed but the amount wasn’t recalculated - displayed result is 3.94 cm –
please see the screenshot scenario1_result1
10. Verify if the spacing above paragraph was changed as per incorrectly
calculated amount - spacing doesn't change - screenshot scenario1_result1

Scenario 2 - use the different spacing amount

1. Open a new document in the Open Office Writer
2. Write the text
3. See the Properties slider – the default setting of the measurement units:

4. Go to Tools > Options > Open Office Writer > General > Settings and change
the measurement units to the cm
5. Go to the first Paragraph
6. Set (fill in manually) the ‘Above paragraph spacing’ to 5 cm in the
Properties slider (the spacing was applied correctly)
7. Change the measurement unit setting to: inch (the spacing was recalculated
to inch – 1.97'')
8. Change the measurement unit setting to: cm
9. Verify if the spacing was recalculated to cm – the measurement unit was
changed but the amount wasn’t recalculated - displayed result is 3.94 cm –
please see the screenshot scenario2_result1
10. Verify if the spacing above paragraph was changed as per incorrectly
calculated amount - spacing doesn't change - screenshot scenario2_result1

Repeat the steps above for the different spacing amounts

- 3 cm - the recalculations is correct - screenshot scenario2_result2
- 2.5 cm - the recalculation is correct - but there is the rounding error -

Scenario 3 - change another format field - Indent

1. Open the Open Office Writer
2. Create a new document in the Open Office Writer – the default setting of
units is inches
3. Go to Tools > Options > Open Office Writer > General > Settings and change
the unit settings to cm 
4. Go to the first paragraph
5. Set the Before text Indent to 10 cm in the Properties slider (the Indent was
applied correctly)
6. Change the measurement unit to inches (the amount was recalculated to
3.94'')
7. Change the unit to cm
8. Verify if the amount of Before indent was recalculated – the amount is
recalculated incorrectly 6.73 cm instead of 10 cm - scenario3_result1

Repeat the scenario above for the different Indent amounts

- 5 cm - the recalculation is correct - scenario3_result2
- 3 cm - the recalculation is correct - scenario3_result3
- 2.5 cm - the recalculation is correct - but there is the rounding error -
2.49 instead of 2.5 cm - scenario3_result4
- 8.75 cm - the recalculation is incorrect - 6.73 cm instead of 8.75 cm -

Scenario 4 - use Format > Paragraph > Indents & Spacing

1. Open a new document in the Open Office Writer
2. Write the text
3. See the Properties slider – the default setting of the measurement units:
inch
4. Go to Tools > Options > Open Office Writer > General > Settings and change
the unit settings to cm
5. Go to the first paragraph
6. Click Format > Paragraph and in the Indents & Spacing tab set the ‘Above
paragraph spacing’ to 10 cm (fill in manually) - the spacing was applied
7. Change the measurement unit setting to inches
8. Go to Format > Paragraph and verify if the spacing amount was recalculated
and the measurement unit was changed - the amount recalculated to 3.94''
9. Change the measurement unit setting to cm
10. Go to Format > Paragraph and verify if the amount was recalculated and the
unit was changed - the amount was recalculated to 10 cm
11  See the Properties slider and verify if the amount of the Above spacing is
recalculated correctly - the Properties slider displays the incorrect amount -
3.94 cm - scenario4_result1

Repeat the scenario above of the Indents
- Before text Indent - Before text Indent is recalculated correctly in the
Format > Paragraph > Indents & Spacing, the incorrect amount is displayed in
the Properties slider - scenario4_result2

Scenario 5 - use the different measurement unit combination mm/inches

1. Open a new document in the Open Office Writer
2. Write the text
3. See the Properties slider – the default setting of the measurement units:
inch
4. Go to Tools > Options > Open Office Writer > General > Settings and change
the measurement units to the mm
5. Go to the first Paragraph
6. Set (fill in manually) the ‘Above paragraph spacing’ to 100 mm in the
Properties slider (the spacing was applied correctly)
7. Change the measurement unit setting to: inch (the spacing was recalculated
to inch – 3.94'')
8. Change the measurement unit setting to: cm
9. Verify if the spacing was recalculated to cm – the measurement unit was
changed but the amount wasn’t recalculated - displayed result is 3.94 mm –
please see the screenshot scenario5_result1
10. Verify if the spacing above paragraph was changed as per incorrectly
calculated amount - spacing doesn't change - screenshot scenario5_result1

Scenario 6 - use the arrows button for the spacing amount change

1. Open a new document in the Open Office Writer

6. Set (using arrow button) the ‘Above paragraph spacing’ to 10 cm in the

7. Change the measurement unit setting to: inch (the spacing was recalculated
to inch – 3.94'')
8. Change the measurement unit setting to: cm
9. Verify if the spacing was recalculated to cm – the measurement unit was
changed but the amount wasn’t recalculated - displayed result is 3.94 cm –
