Future of ws.apache.org, PMC, etc...

Calling all committers,

Please make sure that you subscribe to general@ws mailing list (by sending an email to
general-subscribe AT ws.apache.org) . We need to start talking about expanding the PMC, setting
goals for what to do next etc...All discussions will ONLY be on general@ws mailing list.
